
Patrick Carter Review of Payroll Services
Businessman Patrick Carter has been requested by the Chancellor of the Exchequer to carry out a 3 month review of payroll administration and services. The following recommendations has been made:-
Employers with 50 or more employees are required to submit
annual returns electronically by year 2004 and smaller employers of 50 or less
employees by year 2007.
On-line National Insurance validation and tracing service to be
introduced by Inland Revenue
Payroll audits to focus on implementing systems to ensure future
compliance rather than focusing on previous years errors.
Review rules on statutory maternity and sick pay to see if some
of them can be simplified.
Inland Revenue should make it easier for employers to obtain
dispensation for expenses with automatic renewal of some dispensations in line
with inflation to avoid resubmitting these every year.
